The libraries taking part in the former special subject collections system („Sondersammelgebiete“, SSG) have been invited by the German Research Foundation („Deutsche Forschungsgemeinschaft“, DFG) to launch applications for their specific subject area within the framework of her new follow-up programme of Scientific Information Services („Fachinformationsdienste“, FID). However, Saarland University and Regional Library in Saarbrücken („Saarländische Universitäts- und Landesbibliothek“, SULB), operating as a special subject collection library for psychology since 1966 in addition to her function as being the central library of Saarland University, will not follow this invitation. This decision was taken not only by financial reasons, but also with regard to the content of the new programme which could convince neither the library nor Saarland University. It appears questionable whether a suite of proposal-based review processes will be appropriate to establish a solid nation-wide information infrastructure for all subject areas. The article looks at how and why the German Research Foundation (DFG) transformed its long-running system of subsidizing special subject collections (SSG) into a new system of funding specialized information services (FID). Both authors played an active role in the transformation process. They give an insight into the obstacles that have to be met and overcome as well as the new opportunities provided by the system.
